It was quite possible to ring a province in forts and drive it's resource amount to zero. If you had two such forts, they would each take 30% for a total of 60%. In Dominions 4, the resources collected are equal to the administration as a % - so if you have a 30% admin fort in adjacent to a province, 30% of that province's resources would be available to the fort. 39-40 & especially 42 lays out the functionality of administration. I’m having trouble establishing enough of a buffer zone to start constructing forts and with my capital directly on the edge of the map, it only has a couple provinces to draw from. I’m trying to resist the urge to build defenses everywhere because I recall a mechanic in Dom4 where the fort draws on resources from adjacent provinces. I’m running MA T’ien Ch’i and holding my own with their hack ass cavalry and sacrificial footmen in front of fairly powerful mages. Problem is, I’m boxed in by the eastern border of the map and 3 AI: Ulm, Agartha, and Uruk.
